ANAMBRA STATE HEALTH INSURANCE SCHEME LAW, 2016.

The Anambra State House of Assembly has passed into Law the Bill for a Law for the  Establishment of  the Anambra State Health Insurance Scheme, 2016 on Thursday, the 8th day of December, 2016.

The aim of the scheme is to provide mandatory Health Insurance which shall entitle the insured persons and their dependants the benefits of prescribed good quality health care services at all times at minimal or no cost.

The objectives of the Scheme shall be to:
1. ensure that every resident of Anambra State has access to good and quality health care services at all times;
2. protect families from financial hardship of huge medical bills;
3. control the rise in cost of health care services;
4. ensure equitable distribution of health care cost among different income groups;
5. maintain high standard of health care services;
6. ensure efficiency in health care services;
7. improve and harness private sector participation in the provision of health care services;
8. ensure adequate distribution of health facilities withing the State;
9. ensure equitable patronage of all levels of health care; and
10. ensure the availability of alternative sources of funding the health sector for improved services.

An Agency is established to ensure the implementation of the Scheme. A governing Council is also established to oversee the activities of the agency.

By the provisions of this Health Insurance Scheme Law, anybody insured under the scheme together with his/her dependants can access and receive good and quality health care services at all times without payment of any "deposits".

CHIEF OBIANO PRESENTS THE 2017 DRAFT ESTIMATES TO THE ANHA -TITLED: BUDGET FOR ECONOMIC RECOVERY AND INCLUSIVE GROWTH





His Excellency, Chief Willie Obiano, the Executive Governor of Anambra State on Tuesday 6th December, 2016 presented the 2017 Draft Estimates to the Anambra State House of Assembly. The Budget was Titled "BUDGET FOR ECONOMIC RECOVERY AND INCLUSIVE GROWTH." Key statistics from the budget is as shown below:

The total budget size is #115, 512, 873, 810.00

Recurrent Expenditure is #56, 587, 191, 867.00 representing 49% of the budget, while Capital Expenditure is  #58, 925, 681, 943.00 representing 51% of the budget.

Nnewi South LGA Constituency Briefing organised by JDPC held on 25/11/2016 at Nnewi South LGA Headquarters, Ukpor.

I was privileged to participate in the constituency briefing for Nnewi South LGA organised by JDPC today.

During the discussion, we considered the duties and responsibilities of a legislator. I highlighted some of our achievements particularly in area of lawmaking, representation and oversight.

We stressed on the importance of participatory democracy/governance. We encouraged our people to actively participate in governance.

Hon. Iruba Applauds Obiano As Unubi Modern Hospital Project in Nnewi South LGA is Inaugurated By The Governor Today

Hon Iruba applauds Obiano's for giving Ndi Unubi ultra modern hospital complex, under project the ongoing "Choose Your Project Initiative" of Obiano administration.


The governor of Anambra State Chief Willie Maduabuchukwu Obiano (Akpokuedike global, Agunechemba), this afternoon inaugurated Unubi modern hospital project in Nnewi South LGA Anambra, as part of choose one 20million naira community project initiated by Obiano's led administration in the 179 communities in the state. 



Gov Obiano described the initiative as strategic developmental measure as well as significant ploy to inject money into circulation in the state in other to cushion the impact of recession on the people of Anambra state. Saying that this idea and motive for initiative is guaranteed because both the contractors and laborers are ensured to be members of the respective communities in the state.

The House of Assembly today partly considered a Bill for a Law to establish the Operation Clean and Healthy ANAMBRA (OCHA) Brigade. The Bill is aimed at regulating the activities of the OCHA Brigade.

A Bill for a Law to Control Burial/Funeral Ceremonial Activities in Anambra State Passed Second Reading


The Anambra State House of Assembly yesterday (13/10/2016) considered for second reading,  a Bill for a Law to control Burial/Funeral Ceremonial Activities in Anambra State.

This Bill is intended to prohibit excessive spending and unnecessary expenses our people usually engage in during burial/funeral ceremonies.

By virtue of this Bill, no person shall deposit any corps in the mortuary or any other place beyond two months from the date of death.

The Bill is also aimed at encouraging our people to care for and celebrate their loved ones while they are alive and not at death. 

This Bill will also restrict the traditional rites of Umunna, Umuada,  Iyomdi etc during burial ceremonies.

The Bill further provides among other things that:

1. Town Union shall keep a register of all deaths in the town. 

2. The State shall establish and maintain burial grounds in all the local government areas in the state for the burial of any rejected or unidentified corps.

3. Any person who violates this law shall be guilty

Anambra State House of Assembly Passed into Law, a Bill for the use of POS in Collecting Government Taxes

The Anambra State House of Assembly yesterday (11/10/2016) passed into Law, a Bill for the use of Bank Point of  Sale (POS) and Bill's to Collect Government Taxes,  Levies and Sundry Revenue and other related matters. 

The Law is aimed at ensuring efficiency and transparency in the collection of government revenues.

Hon. Kingsley Iruba Moved a Motion Calling On Relevant Agencies to Make Public List of Approved Taxes and Levies in the State.

Hon. Barr. Kingsley IRUBA yesterday (06/10/2016), moved a motion directing the Commissioner for Finance,  Commissioner for Education and the Chairman, Board of internal revenue as a matter of urgency, to publish and submit to the House of Assembly the approved list of all the legal taxes, levies and fees. 

In leading the debate on the motion, he drew the attention of the House to His Excellency Chief Dr. Willie Obiano's economic stimulus package marshalled out on the 26th September 2016   to ease the pain of recession on Ndi Anambra amongst them is tax relief. 

Consequently, His Excellency forthwith suspended

It was an entertaining evening yesterday, 5th day of October 2016, at Anambra Broadcasting Service (ABS) football pitch , Awka as the members of Nigeria Union of Journalists Anambra State Chapter engaged the Honourable members of the Anambra State House of Assembly in a Novelty Football Match.

The Honourable Members of the Anambra State House of Assembly defeated the members of Nigeria Union of Journalists, Anambra Chapter by a lone goal (1-0).

Anambra State House of Assembly debate on Sickle Cell Disease (Control and Eradication) Bill, 2016

The House debated on the Sickle Cell Disease (control and eradication) (repeal) Bill, 2016. 

The bill among other things provides for a Committee whose duty shall be to:

a.  Liaise with the president general of each town to conduct house to house investigation and enquiries in order to find out couples and children who have not undergone genotype test;

b.  Liaise with religious bodies and Marriage Registry in order to enforce the verification of Sickle Cell disease Prevention Certificate of persons to be wedded; 

c.  Conduct public awareness
and
enlightenment programs in form of workshops and outreaches in order to enlighten the popular on the ways to eradicate sickle cell disease.

Sickle cell disease is
preventable. All it takes is for the people to be aware of their genotype and take actions to avoid marrying another person who is a likely carrier. Eg. AS should not marry

Hon. Barr Kingsley IRUBA moving a motion on 'Tourism Day' in Anambra State;

Hon. Barr Kingsley IRUBA moving a motion urging the Government of Anambra State;

i.  To set aside 27th day of September every year or any other day as "Tourism Day" for promotion of tourism; and
ii. To partner with the private sector for speedy development of tourism in Anambra State.

He observed that 27th day of September of every year is the official day set aside in by the United Nations for the celebration of "World Tourism Day"

The theme for the 2016 World Tourism Day celebration is "Tourism for All" aimed at promoting accessible tourism for all and seeks to highlight tourism potentials to contribute to reaching the Sustainable Development Goals (SDGs).

He stressed that the essence of this yearly celebration of World Tourism Day is to foster awareness among the international community of the importance of tourism and its social, cultural,  political and economic values.

He maintained that the importance of tourism to environmental protection, preservation of the ecosystem, preservation of cultural and historical heritage, infrastructural development, promotion of family life, promotion of peace,  creation of employment as well as wealth creation and revenue generation cannot be overemphasised, particularly now that there is down turn of revenue from oil. 

It is on record that the Government of Anambra State ably led by His Excellency Chief Dr.  Willie Obiano is committed to the development of tourism in Anambra State.

To enable the Government to actualise this goal, there is therefore need for a day to be set aside in Anambra State for the purposes of fostering the awareness of tourism among Ndi Anambra. Equally, the Government should partner with the private sector for the speedy development of tourism in Anambra State.

ECONOMY REVIVAL: SENATE ISSUES 13 RECOMMENDATIONS TO BUHARI

The Senate on Wednesday put forward 13 recommendations for the President Muhamamdu Buhari-led federal government on probable ways of reviving the ailing economy. The senators made the recommendation at plenary when it commenced deliberation on the economic challenges of the country.
 
This is contained in a statement issued on Wednesday by the Head, Press and Public Relations of the Senate, Charles Akpan.
 
In its recommendation the upper chamber also rejected calls for the sale of the country’s oil assets as it called for a review of the interest rates.
 
The recommendations include:
1. The summary of today’s presentation by the Senators include the release of looted funds to boost the economy.
2. Cabinet reshuffle: Suggested that the Finance and Budget and National Planning Ministers should be replaced with competent brains who can provide solution to the crumbling economy.
3. The Federal Government should renegotiate

ANAMBRA STATE IS 25 - HAPPY SILVER JUBILEE ANNIVERSARY

It is my honour to join the rest of the world and particularly Ndi Anambra in celebrating the Silver Jubilee Anniversary of our beloved State today 27th of August 2016.

Recall that the present Anambra State was created from the old Anambra State when the capital was in Enugu by the Military Government of General Ibrahim Babangida on the 27th of August, 1991.

It is true that our beloved State is not yet where we ought to be in terms of infrastructural development, education, agriculture, commerce and industry considering the human capacity and resources God endowed the state with. However, it is equally true that we have left where we used to be. In other words, we have made some progress. 

As we celebrate our 25th Anniversary, we have every reason to thank God for the progress so far made in the areas of infrastructural development, agriculture, education, commerce and industry etc.

May I therefore used this medium to specially salute our Governor, His Excellency Chief Dr. Willie Obiano for his visionary leadership and his passion for a better Anambra, which he has demonstrated through the various projects executed by his administration despite the economic challenges facing the nation. 

May I equally salute the Honourable members of the Anambra State House of Assembly for their continued unalloyed support and greater service for the development of our dear  State. 

I will not fail to also salute our past leaders and Governors like,  His Excellencies, Chukwuemeka Ezeife, Chris Ngige and most especially Mr. Peter Obi for laying solid foundation for the growth and development of our dear State. Indeed, the labours of heroes past shall never be in vein. 

As we celebrate this Silver Jubilee together, I enjoin us to see it as another opportunity for us to join hands together with the present administration to build on the existing foundations and lay new ones for a greater State that we all and our children yet unborn will be proud of.

HON. IRUBA LEADING DEBATE ON A BILL FOR A LAW FOR....




At yesterday plenary of the Anambra State House of Assembly, Hon. Kingsley Iruba led the debate for second reading of a Bill for a Law for the establishment of Mission Schools of Nursing and Midwifery in Anambra State and other matters connected thereto. 

The Bill has passed second reading. When passed into the Law our Mission Schools of Nursing and Midwifery will among other things, be well positioned to provide opportunities for quality training, retraining and continuing education for the nurses and midwives in Anambra State in particular and Nigeria in general.

HON. KINGSLEY IRUBA MAKING CONTRIBUTION DURING THE PLENARY

At the House plenary on Thursday 4th, May 2016, the Members of the Anambra State House of Assembly deliberated on a Bill for a law to establish the Anambra State Health Insurance Scheme 2015. The Bill passed the second reading. 

Equally, the House passed a motion urging His Excellency, Chief Willie Obiano, the Governor of Anambra State to constitute the Bureau  of Public Procurement as stipulated in the Anambra State Public Procurement Law 2011, to enhance efficiency,  transparency and accountability in Government business  and in line with the international best practices.

The training organised for the Honourable members of the Anambra State house of Assembly by State Accountability Voice Initiative (SAVI) continues today; the focus today was on UNDERSTANDING OF THE FISCAL RESPONSIBILITY LAW OF ANAMBRA STATE.

The Fiscal Responsibility Law is aimed at ensuring prudent management of the State Resources, Long-term Macro-economic stability, greater accountability and transparency in all fiscal operations (pre-budget activities, budget approval, budget implementation, monitoring and evaluation as well as external audit).

Dr. Eze Onyekpere is a resource person on Fiscal Responsibility Law and was the Guest Speaker on the above tobic.

The Anambra State House of Assembly today 17/03/2016 get new Legislative office complex for the Honourable Members for the first time since the inception of the 4th Republic in 1999.

The Building was commissioned today 17/03/2016 by His Excellency, Chief Dr. Willie Obiano as he marks his two years in office. we are grateful.

ANAMBRA STATE HOUSE OF ASSEMBLY CONDEMNED THE CRIMINAL ACTIVITIES OF FULANI HERDSMEN


At plenary on Thursday (03/03/2016), the Anambra State House of Assembly unanimously condemned the criminal activites of the fulani herdsmen in some parts of Anambra North namely Ayamelum, ogbaru etc. The House urged the Governor of Anambra State, the Commissioner of Police and other security Agencies to take proactive steps to checkmate and curtail the criminal activities of the fulani herdsmen. 

The House also urge the Presidentof the Federal Republic of Nigeria, His Excellency Mohammed Buhari and the members of the National Assembly to live up their resposiblities as well as take the necessary steps to stop these menace of those fulani herdmen in Nigeria and particulary in Anambra State. A stich in time, it is said, saves nine.

HON. KINGSLEY IRUBA,YESTERDAY AT ST. JOHNBOSCO SECONDARY SCHOOL UNUBI

Hon. Barr. Kingsley Iruba was yesterday, 6th Feb. 2016 at St. Johnbosco Secondary School (Fomer Premier Secondary School, Unubi) during the celebration of her 60 years as Preliminary Training Centre (PTC) Unubi, 40 years as Girls Secondary School (GSS) Unubi and Feast /Inauguration of Saint Johnbosco as the Patron Saint of the school.

At the occasion many landmark projects were commissioned, which includes Modern Female Hostel, Borehole for Provision of drinking water for students, stickbay/infirmary health care facility for treating students suffering from minor illness and others.

His Excellency, Chief Willie Obiano, who was represented by the Hon. Commissioner for ducation, Prof. Kate Omenugba, reiterated the committment of His Excellency, Chief Willie Obiano's Administration to the development of the educational sector.
